tests/amdgpu: disable gfx engine basic test cases for Arcturus

Since Arcturus has no gfx pipeline(CPG), cases below is not suitable:
  - Command submission Test (GFX)
  - Command submission Test (Multi-Fence)
  - Sync dependency Test
