amdgpu: Add functions to disable suites and tests.

Suits are diasbled based on hooks they provide (e.g incompatible
ASIC or missing blocks). Single tests are diasbled explicitly.
Suit or test can be forced to execute even if disabled by adding -f
flag after specifying suit [test] ids.
