Add two patches from pr#199 to improve codec installation.

  * debian/patches/0001-aptcc-Support-64bit.patch: Support "()(64bit)". This
    is sent by pk-gstreamer-install.
  * debian/patches/0002-aptcc-Ignore-dbg-for-codec-queries.patch: Don't return
    dbgsym or dbg packages for gstreamer queries. They aren't useful to list.
