DistUpgrade/DistUpgradeQuirks.py: disable the python is python2 quirk. 

* DistUpgrade/DistUpgradeQuirks.py: disable the python is python2 quirk.
* DistUpgrade/DistUpgradeCache.py: switch to use finally in distUpgrade so
  that error messages in some quirks will be able to work.
