Merge tag 'debian/5.83.0-1' into Neon/unstable

plasma-framework Debian release 5.83.0-1

breaks/replaces deltas has been dropped as all delta was about versions
preceding the 20.04 upgrade and as such had undergone the heard break
of an ubuntu version upgrade and are no longer of any concern for
conflicts

extra delta has been introduced because qlogging-categories was in a
different package on our end. I've moved it to the debian one and
introduced breaking/replacing on ci-version

there is still a delta on the tags files. Jon moved them from docs to
dev but the commit doesn't do anything to explain why

seeing as this was applied to seemingly all frameworks I guess there's a
reason. I truly don't know it though. and Jon is on vacation so I can't
ask. leaving this in for now.
