make -dev depend on runtime package

- plasma-framework contains share/kservicetypes5/plasma-dataengine.desktop
- these kservicetypes5 files may be used in combination with
  kcoreaddons_desktop_to_json for at-build-time validation of the IO
  data when translating to json
- if validation cannot be performed the build fails on missing the
  servicetype
- this is hard to find out why it fails and then how to fix it, best drag
  in the runtime files to make sure stuff that depends on p-f actually
  can be built consistently
