Is gitlab the official place to file user bugreports to?

invent is adding a banner telling me that, I should use bugs.kde.org to file new bugreports. But I have not found any product in bugzilla matching neochat. Please either make sure, that this banner is removed, or create a product on bugzilla. 22.04) Also DrKonqi is unable to send bugreports for NeoChat ( tested with 22.04).
