State event presentation improvements

IMO, state events in neochat currently aren't presented very well.

  • we're showing all state events by default, even those that users most likely don't care about. IMO we should only show join/leave events and hide everything else by default.
  • The delegates don't really have any styling. I'd propose centering the text horizontally in the timeline and removing the color from the username as a start.
