Besides reducing code duplication further, this fixes a number of issues:
- Polling failure are now considered correctly when calculating the next
poll interval.
- Multiple disruptions for a single journey are now shown in a single
notification.
- Still active notifications are updated when new information become
available, rather than creating a new one.
- Stored live data is now loaded on demand rather than on startup.
