This reverts commit a0e84022ce7e3d5672bfeb3fd2ddd114972d087b, which created
a circular dependency between kdepimlibs and LibKGAPI. The implementation of
the Blogger API will be moved directly to Blogilo for now and we can move it
back once in Frameworks.

This commit also bumps version to .81 that kdepim can depend on to avoid
problem with kdepim and kdepimlibs both containing the Blogger code.
