Add Polregio extractor

Polregio is a Polish train operator, mainly focusing on local and interregional routes.

This extracts data from tickets generated by the official website of Polregio. Unfortunately it's DataMatrix looks like a binary blob so I need to extract everything from the text.

Tested with 5 tickets without any exchanges.
