GnuPG 2.2.21+ supports querying scdaemon for the MANUFACTURER attribute.
Use this to take advantage of the longer list of supported OpenPGP
manufacturers in newer versions of GnuPG. Eventually, this will allow us
to get rid of the duplicated list of manufacturers in Kleopatra.
