Week view: Drag-drop all-day event to day

• Currently dragging down on an all-day event reproduces the previous issue seen on in-day events of dragging the view and leaving the event in place.
• Suggest that while fixing this we also gain the ability to drag an all-day event into the regular day section of the week view, translating the event to a one hour event getting dragged to a start time of where-ever the drag is released.
