with that we have full control of what is used as plugins within the ObjectTreeParser.

To be able to to do the split of libotp and messageviewer we can't rely
on singletons, than differ bettween the two libs.

Only templateParser is using these functions and it is cleaner to move the logic
to templateParser. And we get rid of QWeb* dependency for libotp.

CSSHelperBase is independend of any configuration file.
