Unify tag experience accross apps

  • make sure we use consistent naming (tags vs categories - use tags everywhere)
  • make sure we use the same implementation/widgets everywhere to provide consistent UX
  • make sure that it actually works
  • revisit how tags are displayed in each app (this could be split into multiple tasks)
