Make rust dependency recommended not required

Hi! After fixing Qt Feedback dependency issue (https://invent.kde.org/plasma-mobile/angelfish/-/issues/103) for the CI/CD, it looks like the next step is: rust/cargo is required for the adblock (corrosion). I guess I could make it optional too, and then search for a ways to propose it for the appropiate ci-images.
