notifier: Allow starting an update directly from the notifier

Changes the older action to see the updates for the one that starts it directly. Discover will still be opened from the "Open Discover" action, it will show the updates if there's any.

This should help us better debug the offline updates use-case, I'd suggest other contributors to try to rely on this feature and see how it feels.
