Make package reviews usefulness persistent.

The bug is due to ODRS API not allowing to re-submit a vote and returning a 400 when user tries to do that.
Proposed changes make usefulness votes persistent via KConfigGroup and disable the Yes/No buttons if the vote was submitted, discoverrc:

There's no guard against vote submission failing due to network connectivity issues, but it seems like an edge case and would require changing more code.
