decoratedwindow: remove scale helpers

We have a current and a next scale, and the helpers only used the current scale, which means it's very easy to accidentally use them wrong. Instead, the functions in the KDecoration3 namespace should be used with an explicitly chosen scale factor.

Depends on breeze!512 (merged) to be merged first
