applets/weather: enhance night and day condition icon mappings for Environment Canada

Night weather condition icons weren't displaying properly with Environment Canada data sources, but were fine with BBC Weather. (For Canadian locations the Environment Canada local weather is more accurate and updated more frequently, so is preferred.)
