Add translation domain CI

Fushan Wen requested to merge work/fuf/translation-ci into master

For wallpaper plugins, it's required to use i18nd/i18ndc to specify the translation domain, otherwise the wallpaper config dialog will show untranslated terms and sentences.

After plasma-workspace!2508 (closed) is merged, the CI template will need updated.
