applets/weather: Use mist/fog icon for Hazy condition
Despite different nuances, this is better than leaving the icon as Unknown/Not Available.
It doesn't fully fix the actual bug (which is a slight difference of the panel icon vs the full representation icon in case of N/A) but makes it less likely.
