Set recommended quality range (crf) for x264 and vp9

The motivation for the change is related to the poor recording quality in Spectacle.

I've read MR (spectacle!538), which proposes adding the slider to adjust the quality.

It was stated there that first, the range in kpipewire should be changed to the recommended one.

This MR set the recommended ranges, and also add an adjustment to the default quality value for VP9 for resolutions exceeding 1080p, according to FFmpeg and Google documentation.
