Add a KSCREENLOCKER_BUILD_WAYLAND option

I am currently porting Plasma Desktop to run on CHERI-RISC-V and Arm Morello systems on FreeBSD and I have not yet ported Wayland. This change me to build KScreenLocker if I pass -DKSCREENLOCKER_BUILD_WAYLAND=OFF to CMake.
