Emit size hint changes before the commit

Closed Marco Martin requested to merge work/mart/sizehintsbeforeconfigure into master

We need the size hints as soon as possible, otherwise when the placing policy is maximize we could end up with windows limited in size hints but that get the maximize flag anyways
