Initial CI for Kwayland Server

Hello,

I introduce KwaylandServer Ci for automatically build code and pass autotest

/!\ Only for merge request for nor load the gitlab.

i have used Neon dev docker image but i think it can be good to have a proper image in DockerHub with all tool préinstalles for not install all necessary on CI test. Maybe system admin already have that ?
