Allow locking the software cursor per individual output

If kwin can't use hardware cursors on one or two outputs, it doesn't mean that we should fall back to rendering the software cursor on all outputs. Instead, we just need to fall back to the software cursor code path only for outputs/gpus that do not support hardware cursors.
