Draft: renderloop: special case cursor updates with vrr
Instead of always making cursor updates cause page flips immediately, only enforce a minimum refresh rate to keep the cursor smooth but also not hinder the usefulness of vrr with games that use the hardware cursor
Temporarily targets 5.27 until https://gitlab.freedesktop.org/drm/amd/-/issues/2186 that's blocking this is resolved
