kcm/decoration: Change it to the new frameless style

Joshua Goins requested to merge work/redstrate/frameless-window-kcm into master

This now matches other modern KCMs and removes the weird titlebar tab view, moving it to a separate page. This was suggested by a couple of people in VDG, and it seems to work well.
