Make horizontal panels take precedence in reserved space

Change the sorting of the layershell windows to put horizontal panels before all the others, so that when reserving space, horizontal panels will always "win" and never be repositioned or resized by vertical panels, while the vertical ones

This is completely arbitrary, but it makes for a deterministic behavior out of which plasma can do a good behavior
