kcms: Port 'Task Switcher' to QML and integrate Overview effect settings

This commit introduces a new 'Task Switching' KCM derived from the previous 'Task Switcher' KCM.

It also integrates the settings for the Overview desktop effect similarly to an MR (plasma-desktop!2968 (merged)) which moves accessibility-related effects to the Plasma accessibility KCM.

There are no behaviour changes.

This is a (small) step towards the goal of deprecating the Desktop Effects KCM (related: #277), and a not-insignificant step towards dropping Widgets-based KCMs entirely.

  • Symbolic icons for Task Switcher and Overview tabs (a non-symbolic Overview icon would also benefit Welcome Center) frameworks/breeze-icons!540
  • Make overview an internal effect and drop its config UI
  • Duplicate this in kwin-x11?
