workspace: always apply display power saving globally

...even on displays that are currently disabled. This is needed to avoid problems when the display configuration changes, like for example

  1. internal display disabled, external display goes dpms off
  2. external display disconnects temporarily -> internal display gets enabled
  3. external display reconnects

If the internal display is DPMS on in that situation, the external display would also be DPMS on in step 3.
