outputconfigurationstore: add special casing for the scale factor on TVs

You generally sit much further away from TVs than from desktop monitors, so the default scale factor should also be much larger.

The target DPI I chose here matches the desired configuration on my 77" TV, feel free to make suggestions on where it should be adjusted to based on your TVs as well. Specifically smaller TVs would be interesting, I can imagine we may want to make smaller TVs get a higher target DPI
