kcms/options: port to QML

Additional changes are:

• simplify the window focus policy description, move them in the combo-box and split 'pointer precedence' to a radio button.
• use 'focus' instead of 'active' for consistency with the rest of the Focus tab, Window Rules KCM etc.
• Use 'pointer' instead of 'mouse' like in the Mouse/Accessibility-KCMs.
• Merge the 'Movement', 'Advanced', and 'PiP' tabs into a 'Movement & Placement' tab
• Use radio buttons for 'Virtual Desktop behavior', use a shorter label, and move it to the 'Focus' tab.
