Add support for org.freedesktop.a11y.PointerLocator

Screen readers need to be able to query which window is under the mouse pointer.

Mutter implements a DBus interface for that, which AT_SPI/Orca use. Implement that in KWin.

Currently only reports the window's pid. It should eventually also report the accessible DBus properties, but for that we need a new Wayland protocol.

This is taking the bits that don't depend on the new protocol out of !8883
