Skip tabbox model resets for internal windows
Internal windows don't show up in the task switcher, so there is no reason to perform a model reset. They don't have the skip switcher flag set, but they don't show up in the task switcher anyway because internal windows don't want to take focus.
It also fixes an occasional crash when titlebar tooltips are enabled. A tooltip can be dismissed if the task switcher model is reset, which is not good because the underlying InternalWindow can be destroyed while the Workspace initializes it.
