Unfortunately Quick Charts 5.70 doesn't draw a background unless the end angle is 360. This has been fixed in Quick Charts 5.71 but as Plasma 5.19 depends on 5.70 we need to revert this. This reverts commit ee7536b2.

Since the end angle is an actual angle, not "start + angle", it feels quite unnatural to me to have the start angle hide the fact that it actually starts at -180.

Summary: This adds a new library for communicating with a new KSysGuard DBus-based daemon that provides sensors. The daemon will be posted by d_ed later on. This new library pretty much maps the different objects from the daemon to C++ objects. Depends on D28333 Test Plan: None yet, needs the new daemon.
