TODO: Drop concept of "Toolbox"

The current code in plasma-desktop for configuration has diverged so far away from it being an isolated piece of QML that can be loaded and overlayed on top. It's the job of the relevant View.

The toolbox is adding absolutely nothing at a library level. It should be dropped to make sure we constantly clean up after ourselves.
