Consider permissions in the NetworkManager widget

the following permissions are taken into account:

 * enable-disable-wifi, enable-disable-network - a lock icon is visible
   on the corresponding buttons

 * network-control - nothing happens when you click on the configured
   connection (dialogue appeared before)

 * settings.modify.own - nothing happens when you click on an
   unconfigured connection (also dialogue appeared before)
