Migrate Plasma theme to this repo

Nate Graham requested to merge work/ngraham/migrate-plasma-theme into master

Previously it lived in libplasma. But this is a better place for it, so that people who don't want it can uninstall the whole package.

The CMakeLists.txt file looks scary, but it's just a copy of the one that was in libplasma.
