      Summary:
For non-wrapped text, implicitHeight will be the height of the
paintedText. The key difference is it won't re-evaluate except on text
changing which removes the binding loop.

Summary:
Modifies the screen edge button and panel size button in the panel edit mode to make them easier to understand and look better (as suggested in this Phabricator task: https://phabricator.kde.org/T10047):
- When you hover over the screen edge button it now shows a move cursor (SizeAllCursor)
- The screen edge button now has an icon (transform-move)
- The panel size button now has an icon (resizecol/resizerow)

It also adds a tooltip to the screen edge and panel size buttons:

Test Plan: Open the panel edit mode.

Summary:
Currently with Folder-View-on-the-desktop, items' labels become illegibe when the icon size is very small.

This patch implements a minimum width when using on-the-desktop icon view to make sure that the label is never uselessly short when using very small icons.

Smallest size, before: {F6426124}
Smallest size, after: {F6426126}
Equal padding on either side of the container itself still works: {F6426129}

There is no change for sizes corresponding to the fourth tick on the slider and beyond

look is almost the same modulo fixing some misalignments and following
the hig more closely
