      Summary:
      Fix cases where indicator not showing. Eg. icon-only task manager.
      Place the indicator in the top right corner of the icon. And move it to the side or top if there is enough space.
      Audio icon will no more move the task icon off-center.
      When placed in the corner, use a smaller click area for muting audio, to avoid accidental mute.
      Click area drops to 0.45 and Icon size to 0.63 from what would normally had.
      
      Issues:
      Has overlapping issues with other overlays: badge, and group expander.
      Poor visibility.
      Breeze icon is off center and overlaps(with the blue line at the right). For now,
      moved audio icon a touch left, some other theme icons may look off-center.

      Summary:
      Prevents compressing task's icons below the desired size, before grouping when vertical. While it allows to cut text when task bar is horizontal.
      Gives a more uniform look and behavior, when the taskbar is vertical and icons determine the size of the task button.
      
      Test Plan:
      This patch, was original part of icons-only grouping change that would include "Group only when the Task Manager is full" option.
      Would be more important in a docker style of task manager.
      
      For now this patch can only have an effect when:
      Group only when the Task Manager is full == True
      Maximum rows = 1
      Taskbar is vertical
      Icon width > taskbar width (easiest to test with Icon size == large)
      
      For more obvious effect, adjust the taskbar width, at a point where it will just display a bigger icon size.
      
      In the same space, without the patch, it will display more items by choosing smaller icon size.
      By opening more tasks (reach the task display threshold), will be forced to group them, and will pop to a bigger display icon size again.
      With the patch will keep the desired icon size, and instead will group them together.
      In both cases will shrink the icon sizes further if more tasks need to fit.

      In the photo can see,  the taskbar without the patch will fit the same amount of tasks, in a smaller space by displaying a smaller size.
      After grouping will increase the size back again.

      Being able to disable grouping for the icons-only task manager makes sense, because it has enough space to hold plenty of application icons/launchers. The "Show only tasks that are minimized" option is useful as well for the IOTM.

      Right now Kickoff shows apps' captions/subtitles on top, with the real name below them.
      This is semantically backwards and is also inconsistent with the order with which app
      names and captions/subtitles are presented in most other places (Task Manager tooltips,
      other launchers, other desktop environments, other operating systems).
      
      This patch reverses the default ordering to put app names on top and fix the above issues.
      
      IMO it would even make sense to remove this option and its code entirely, and we could
      still do that, but I just wanted to flip the default for now to avoid undue controversy. I can
      remove the option and code if people agree with the reasoning behind this patch and
      prefer that.
      
      Test Plan: App names are now on top by default with captions/subtitles below them
