feature request: don't restore previous keyboard layout on start if we don't restore the session (X11)

The issue is related to https://bugs.kde.org/show_bug.cgi?id=435191.

First of all, there is a different behaviour between X11 and Wayland.

In my opinion would be correct making equal them.

In summary:

About X11: According my tests, the keyboard layout is always restored from ".local/share/kded5/keyboard/session/layout_memory.xml" regardless session options.

At the same time, it always saves the current layout at the exit. Moreover, i also see that the file content is not updated when i change the keyboard layout.

About Wayland: According my tests, the keyboard layout and related policies work well for me but the applications are not restored correctly when we set to save the session.
