[Approved] Plasma 6 proposal: floating panels by default

I propose to make the floating panels enabled by default, assuming that they

• De-float when touching a window (including when a window is maximized)

which is implemented, and

• Will gain shadows

• Do not expand vertically when they touch a window

both of which should land really soon. Of course, floating can always be disabled by the user if they don't like it.
