AppletConfiguration: Set a title for the titlebar, instead of a page header

Jakob Petsovits requested to merge jpetso/plasma-desktop:work/jpetso/config-page-window-title into master

This saves vertical space in every "tab". Actually showing the declared title text in the titlebar depends on libplasma!1052 (merged). Some side-by-side comparisons:
