Draft: Make Accessibility settings more accessible (ignore this for now)

This requires !2422 (merged). It also needs a rebase, since the two MRs are diverging.

Go to the Commits tab in the Gitlab interface and click on the [...] button to see the reasoning for some changes.

Make sure to test the new UI with Orca. You might also want to try https://pied.mikeasoft.com/ which downloads more voices for Orca that sound better.
