applets/kickoff: Highlight newly installed applications
Adds a "New!" badge to newly installed applications. Their relevant category in the sidebar is highlighted with a green dot.

Modeled after the bade for GPUs in kinfocenter which I found sleeker than the one found in the widget explorer.
For some reason in plasma the positive background color is gray in plasmashell (screenshots above are what it should look like)
There's an option to disable this. One issue with that is if you disable it it will stop tracking apps. If you then re-enable it later any app that was installed in the meantime will be considered newly installed.
