kcms/tablet: Show a more helpful error message for no configurable pad

This seems to be a consistent issue people are tripping up: they lack a proper driver for their tablet and then start thinking it's KDE's fault or we (for some reason) removed pad button support. Previously, we were trying to be smart by hiding the Pad tab when there's no physical pad buttons but that isn't always the case, obviously.
