applets/taskmanager: adjust size for thumbnailless tooltips

In the case of tooltips with thumbnails disabled, we add an extra gridUnit of total Layout margins to match the default tooltip margins. We need to add this extra space to the parent, or the contents won't fit and the close button will be cut off.
