desktoppackage/configuration: allow modifier-only panel focus

The panel focusing shortcut requires modifier+key shortcuts, but activating widgets can be done modifier-only. This feels inconsistent, and having a modifier-only shortcut to focus the panel may be convenient for some users.

Instead, allow modifier-only shortcuts for the panel focus shortcut as well.
